Want tenant invoice action

As an official, it needs to be triggered "when a tenant invoice is issued".

This is a trigger that works when the billing for Microsoft 365, Office 365, and Azure subscriptions is finalized.
It is not an invoice for any other cloud service, you need a trigger specifically for cloud services provided by Microsoft.

The subsequent dynamic values will allow for integration with other cloud accounting systems if the invoice amount and statement lines are available.

This process happens every month and should be the first thing we start automating, but since the trigger does not exist, we do it manually every month.

According to your description, you would like to get invoice related trigger in Power Automate. If I misunderstood, please kindly let me know.

As you described, there is no trigger for invoice existing right now. We do received such kind of requirements from customers previously in Microsoft UserVoice website. You can refer below links:
