Flow Forms to Update Item or Create Item in Sharepoint

I'm hoping this is a simple oversight on my part because this flow if pretty straight forward. 

Background: Employees mark Agree on a Form each time they complete 10 indiviual training courses.  I want to add multiple form submissions for each training course with a single date,  into 1 sharepoint row, the employee name being the common match. 

Function: When the Form submission is receive, if there is no name match between Forms and Sharepoint, a new item will be created with the employee name (email address) and the column results (date) for that Form result. If the record has already been created by a previous form submission, the current incoming form will update the associated column.   

Problem: The below flow works except when it comes to the condition, it will correctly update an existing item in sharepoint, however, it also creates an item as well.  If the name doesn't match, and a previous item does not exist, it will not create an item. 

Summary

What I want:  If name matches on Form and Sharepoint, update item.  If name does not match, create item. 

What I got: If name matches on Form and Sharepoint, update item AND create item.  If name does not match, no result.

Hello @Keely6008 . I think that there is a problem with the logic of the flow. What I think is happening is that the first time the person doesn't exist, it is created, and then because now exists, in the next iteration is updated.

You should look at the run results to see what path is taking each iteration.

Please tell me if this is the solution or at least a good guidance!

Thank you for your response.  I think you are correct according to the test output.  I set up a new test, line 1 is a different employee with no Form results.  Line 2 is a second employee with Security Form results.  I create a different Form Conflict of Interest.  My expected results would be that line 2 would update with today's date in Conflict of Interest because the names match.  You can see that it created a third line and updated both of the existing items, one with a mismatch name. 

It is returning a false value which triggers the create so my condition must be incorrect.  The test results do not show any results for why the update occured on the previous sharepoint items including the first one which has a different user name.  It appears as though no update took place.  I will continue to work on the values for the condition but so far no luck.  Thanks again.  Any insight is appreciated.
