I just create flow with trigger (When an item or a file is modified), and then will be send email to assign person.
But there is a little problem when send email to Assign Person more than 1 person it will be separate send 2 email didn't 1 email in To Column, can this possible to sent 1 email so people can know each other who received this email

No, I'm just trying to check the output from your end. The correct flow may look like the original version in my first response. But to figure out why you only get different results. We need to check step by step. It's difficult for us to do further investigation as I mentioned because sometimes customers feel confused about what I'm trying to do. 😂
If we got trouble communicating with each other due to certain gap, I recommend go to below website to request a remote troubleshooting support. We are different teams as they can do remote session and check your desktop directly if allowed by you. I believe it would be better for us to resolve the flow quickly and avoid misunderstanding.

Actually, you got separate email messages due to this loop. If that’s the case, we can modify flow as below:
Expression:
concat(triggerOutputs()?['body/Author/Email'],';')
concat(outputs('Compose'),triggerOutputs()?['body/Editor/Email'])
Once tested, I’m able to get one email to two recipients with no issue.

Okay, it's correct about I need.
But it still need column name assign person and created by? or only add this : concat(outputs('Compose'),triggerOutputs()?['body/Editor/Email']) and concat(triggerOutputs()?['body/Author/Email'],';')

We use concat function to combine 'created by' with ';', as well as the 'modified by'.

Yes, it could be like this. The parameters come from output of 'when a new item or file is modified' action. If you can find them from dynamic content area, it should be all right.

I just try for created column is correct but for assign person is still problem will be sent 2 - 4 email, is my script variable correct?
In 'To' area, just input :concat(outputs('Compose'),triggerOutputs()?['AssignPerson']). Please remove the previous 'assignPerson email' value. The 'assignPerson email' is already combined within 'concat' expression, they are duplicated.
