First please excuse my maybe bad english - I'm german.
I already wrote some messages to Microsoft Flow Team on Twitter but we didn't find a solution to my problem. As recommended I ask you for help now.
I want to use Flow to post a Tweet on Twitter every time I upload a new video to my YouTube Channel. But even though all seems to be set up correctly nothing does happen. My uploads were released every day on 5 PM (CET), and at this point Flow should do it's work but nothing happens. Not even do I get a notification on Flow that something went wrong, there's nothing in my history.
I already tried to delete all connections and flows and created it new from scratch but it doesn't help. But I observed something weird at last: I deleted all Connections and my Flow. Then I add the connections, first YouTube, then Twitter. If I create my Flow (on "My Flows"!!) from scratch at this point I get this error message by trying to add YouTube:
"Please check your account information and / or permissions and try again. Details: Error from token exchange: The connection (europe-002/youtube/95f2ec6cb25d489394d1b6712dc2bcfb) is not found. Please create new connection and change your application to use the new connection."
If I click on the 3 points and click on my connection at "My Connections" I get a window to login to YouTube again. If I'm doing this it seems to be accepted. If I then add the Twitter connector and the Tweet message it seems to work but If I want to save this flow I get this error message:
"The caller with the object-ID "0003000006A32A22" does not have authorization for the connection "/providers/Microsoft.PowerApps/apis/shared_twitter/connections/475ec9acf10f45ff9b2fe52a6b781f26" under the API "shared_twitter"."
This error process only appears if I create my Flow under "My Flows". If I create it through "Connectors" it doesn't produce such error messages. Additionally: It seems odd that even when I have succuessfully created a Flow and then go to "Connections" (under "Data"), choose one connection (YouTube or Twitter) there is no entry under "Flows, that use this connection".
(Please notice that my titles in "" are translated by me because they are written in german for me)

I have set up a Flow with "When a video is uploaded by a channel" as YouTube Trigger instead of "When I upload a video". That way I had to type in my Channel ID. And it had worked now and the Tweet was posted!
So it have to be the "When I upload a video" trigger that (like you tested too) works only with direct uploads (not on private). The "... by a channel" trigger doesn't have this problem.
Should I test your suggestion (a non private upload) anyway? Or something else? - My problem is solved this way but maybe you're interested we can solve this behavior on the trigger I used before, too.

How is your flow created? Please share a screenshot if possible.
According to your description, I have created a flow to post a Tweet when I upload a new video to my YouTuBe under “My Flows”, which is working properly.
For testing, I delete the YouTobe connection then recreate it under Connections tab, nothing wrong happens.
By the way, after you uploaded a video to trigger the flow, please check the flow run in 15 minutes. From the doc on YouTobe we know that the frequency of trigger polls is 900 seconds:

It looks a bit different to yours. There's no INPUT and OUTPUT lines.
Is it possible the trigger isn't working properly because when I upload a video it is set to private first? It will be released on specific time.

I guess it might be the cause.
I made another test by uploading a video to Private. It seemed that the flow couldn’t be triggered at all though I changed it to public later.
Please try to upload the video to Public directly to see if it will trigger the flow.

By the way, you could also take another try to upload a video to Public directly with the trigger When I upload a video to see if it will work for you as well.

I have tested if Tweets will be posted, when I directly upload a video (with trigger "When I upload a video") but unfortunately no it doesn't work, too.
So it really seems to work only with "When a channel uploads a video". But even so I randomly get this error message in my Flow history on my Twitter Connector: "This request looks like it might be automated. To protect our users from spam and other malicious activity, we can't complete this action right now. Please try again later."
