Since project oakdale is in preview, I have noticed too that some things are lagging.
Sometimes the flow does not trigger at all. Flows with trigger conditions take longer to trigger.
Also, if you try approvals, it could take upto a day before the Approval entities are setup in your new environment.

I should have known you were in this community! I watched and liked on your YouTube Channel and as I was searching the community content I came on this post. My question RE: Power Automate in Project Oakdale is for the 'Selected Message' trigger and I suppose publishing to a team in general, is there some sort of delay? I have been waiting for near an hour to test my flow within the context of Project Oakdale. Thank you very much for all you do in the community! Keep up the great work!
