basixally on the sign out , I would like a dropdown which it gets from the ‘staffwhosin’ list of staff that have already signed in - then pick the name from the dropdown on the ‘sign out’ screen , they would then press ‘sign out’ button , function would then find the record in the ‘staffwhosin’ then put a date and time in the ‘sign out’ column next to the name selected from the dropdown.

Put Yes, or whatever it accepts there instead, and see if it works better
e.g.

or whatever it prompts you to put there in the autocomplete.
@AndyPowerAppNew If there is still any error, then in formula bar click "Format text" it may help - and check what the error says by hovering over the underlined red text where it occurs first and screenshot what it says.

Also, can we have the dropdown for staff to pick names, or may departments and then buttons, otherwise this way does this mean the staff member will have to type in their name and signin and out, then they would need to type the way to sign out, otherwise it wont regonise the name, which i think be more error? what are your thoughts ? sorry its taking a while, can you write for me?

No they don't have to type anything because it is still recognized the way I gave it.
Also you don't need any prepopulated List anymore, you can delete every record in your List. Keep the List StaffWhosIn with all the columns like you showed it before in the screenshot, but you don't need any records in it, my formula takes care of making the Record for each employee automatically if it is not there now, so leave it with no records there.
You are not using the right formulas, I changed them in recent response and I don't use any variable anymore.
So instead use these formulas below for Sign in and Sign Out

@AndyPowerAppNew You can take out the SigninTimeDate control from that page, and the name control you don't need these controls anymore with my formulas because the user need not spend any time filling those out, so you should take them out since my formulas do not need this information. They don't have to enter it because the app already has that information.
Did you previously Navigate to another screen when you had your previous formulas? If so you need to put a semicolon at the end of my formula, then put Navigate(YourScreen) to wherever you need to be navigating to, does it make sense? For example, navigate to the screen where you already have your sign out button, for now.

Actually I recommend you check if signed in OnVisible of this Sign in Screen, and if already signed in, they are taken to the sign out screen.

The above is optional and you can do this later, focus on making the Sign in button to work first. The Sign in button should create an entry in the SharePoint List as well if it's not there with signedin Yes, and if it is there it should modify the sign in date/time in SharePoint List and change the status to Yes.
