I would like the user to be able to submit the form multiple times when they specify the amount of copies and click submit. how can this work using the forall function, and submitform(form1) statement

Do you need the records to be created with a form? I would personally use the Patch() function š

PowerApps does not have a for/loop function in it. The ForAll is often confused with such a function because it can be "rigged" to work like that - for the purpose of performance and success of your apps, it is best to use the function as it was designed.
If you want multiple records from a form, then yes, a ForAll would work but used properly.
In your OnSuccess action of your form, the following formula would produce what you need:
Patch(yourDataSource,
ForAll(Sequence(<numberOfRecordsYouWantHere>),
Patch(Self.LastSubmit, {ID:Blank()})
)
)

Yeah I would to submit the records created with a form but can submit multiple times to duplicate the record in the datasource
there will be a textbox where the user can specify how many records of that form they want to submit.

Thanks @AsanKani this works for me also. My form has about 30 input fields, is there a shorter way to patch all fields to the datasource instead of mapping each input field results to the datasource fields ?

Above my code is data get from form, You can directly use code in patch function. But Patch function shown lot of coding line.
Simply you can get label, TextBox, Radiobutton or combo box what every you need to input fields based created control to use patch function. That is a way. You have 30 control means patch function show little huge.
No other shorter way. If you need how may input fields in data source, You must put all input fields value / results in patch function.
Note: Already you have form, that form also have same like 30 input fields. same as it is. That's all.
