Is the formula on DataCardValue14?

You cannot assign values to a control in PowerApps. PowerApps requires formulas (just like Excel) in order to derive its values. So your DataCardValue14= "0" will never work.
You are using a Combobox in your form and you will need to set the DefaultSelectedItems property of that to get your value.
Since you are using Choices on the Items property, your Combobox has a table with a single column called Value.
So, the formula IN the DefaultSelectedItems property of DataCardValue14 should be the following:
If(DataCardValue24.Value, Parent.Default,
{Value: "0"}
)
Please also notice that you must reference the property of the controls ( .Value in the above) and NOT just the control name.
I hope this is helpful for you.

As Randy said above you can use DataCardValue24.Value without using = false. It evaluates correctly.

Thanks for your help.
in summary this is what I would like to do:
if toggle = false
do not display dropdown
dropdown value 0
then SubmitForm
I would like the value 0 to be set by default Without having to click in dropdown when toogle = false
If(DataCardValue24.Value;Choices([@'Compte client'].Nom_x0020_du_x0020_r_x00e9_seau);{Value: "0"})
if toggle = true
display dropdown and the choices of the drop-down list
SubmitForm
If(DataCardValue24.Value;Choices([@'Compte client'].Nom_x0020_du_x0020_r_x00e9_seau);{Value: "0"})

Please review the solution I provided you. Your formulas are not correct.
The Items of your Dropdown should be Choices([@'Compte client'].Nom_x0020_du_x0020_r_x00e9_seau)
and your DefaultSelectedItems property should be:
If(DataCardValue24.Value; Parent.Default;
{Value: "0"}
)

No problem...keep it simple 😁 Just remember, you cannot set values of properties like in development. PowerApps is a no-code platform and works like Excel. It uses references to things to evaluate property values.
In the above, we wanted to set the selected items of the Combobox, so that was the property we wanted to change so that it evaluated the value you want.
In that formula we have a simple If statement that, if the toggle Value is true, then we use the underlying record value (Parent.Default) and if not, then we supplied the value {Value: "0"}
