We’ve heard your feedback and incorporated many of the requirements our customers have been asking for with this release. The new solution will be released on AppSource today. There is no need for Dynamics 365, even though it is referenced as a Dynamics 365 organization, a CDS organization is enough for this. To create a CDS organization, please use the docs. (link) When you have the CDS organization, make sure you have system administrators rights on that environment and you are installating from the right region. (link)
Is the only way to install the solution through Dynamics 365 apps?
The Higher Education Instiution I work provides licensing for all, however, they have control on what apps are available in the Power Platform admin center & I am unable to add solutions from the appsource.microsoft.com page with my permissions...

We also provide an option which is mainly for GCC customers, but can also be used for others where you install the solutions themselves. You will find more details here.
Is it possible that you do not have access to this organization? Can try creating a new environment and proceed with the installation?
Do you mean a PowerApps license? This Return to the Workplace solution does not have any dependency on D365.
Error importing data. Following instructions on docs.microsoft.com for PowerBI data refresh, but cannot refresh data, constantly get following error: Information Needed to combine data, culprit table is Reproductive Number.
